Sorry to be the bearer of bad tidings Pat, but realistically, there is nothing a home-owner can do to repair a failed IG unit.
You may be able to buy IGU's from your local glass shop to insert in the existing windows, but that option would not be at the top of my "good ideas" list, not with 30 year old aluminum windows.
