Glass insert vs framed Milgard stationary

My house was built in the 70's - I have four stationary 30 x 72 single pane glass windows. All four have wood frames. Had two contractors come out for estimates - one does glass and windows - one no glass. The glass guy said I could simply replace these four with two pieces of glass, framed and with gas inserted and it would be less expensive than going with an actual already framed Milgard window. (I guess they can do it in their shop). Second guy does not do this kind of install and he actually said this kind of installation can lead to windows retaining some haze between the glass panels. I know it wasn't a problem previously because they are single pane windows but does anyone know if this is really a problem.

As long as the company knows their craft, you can do a direct set without any problems.

If the wood frame is in great shape direct glazing a peice of IG(insulated glass) will be good.
As with everything else you need a good product and a good install.
The IG should have a minimum 10 year seal failure warranty.
