Gapco windows are so low end that most people just throw them away and buy new windows when they fail. However, if you insist in throwing good money after bad, you can check a local glass company. You will do better locally than you will buying IG units online.

See what they will charge you for replacement sashes...you might be better suited to just invest in new windows altogether at that point.

My house built in 1993 has all Gapco double hung (fixed top) windows and just one top window has fogged. Replacing it with a different brand is obviously not a good choice and i would like to remove it and have a local glass company replace the glass. Is the top window easily removed?

Easily is probably not the most apt descriptor but whatever company you choose to replace the glass should have the skills and tools to replace glass at the same time.
