I have 6 quotes coming for new windows 24 windows and 1 patio The first 2 quotes were Amerimax and Serious both were close at 13,500 installed. I believe both were planning on taking out glass and minor trim and install windows. Neither mentioned permit requirement for my city or that one bedroom window had to stay as a casement due to size/egress requirement.
Last 2 were Pella and Andersen (100 series not renewal) both seemed more knowledgeable about window install and said they would cut windows completely out and thus provide a larger glass area. Looking for maximum heat reduction more than anything else. Andersen alos said he could do 4 windows a day. Others (first 2) said 2 days.
Also had quote from Vista windows which I can't find on NFRC web site are they new/name change?
Other than more glass is there a real advantage to taking the full old window/frame out?
Install pocket where they take out old glass or full cut out

No rotted wood left.
Insulation between the window and frame of the house.
New interior casing, a chance to update or change.
