Any chance you can take a picture from a bit further back? Having a hard time getting a visual bearing on that part.

Through lots of research and help from a window company rep on facebook I discovered it is a titon trim vent
I believe it is this one, sash-ironmongery.co.uk/sash-trickle-vents-item.cfm?product_id=90
I was not able to find any US retailers and just got off the phone with titon in Illinois and they only do bulk but are going to send me 2 for free.
Apparently I will have them likely by next week for free.
Hopefully I am correct about it being this part but it looks identical in every way.

Looks similar, but I still can't see much from our original picture.
Great tracking it down either way.

My first thought: that is weird.
My second thought: looks like a heat vent on a storm door.
I think both thoughts are accurate.
