+1. If you don't need the options, the 500 is a very solid window.

The Provia doesn't belong in the comparison with Soft-Lite and Okna and the Okna 500 is as good as the Imperial Elite and the 800 is better.

I'd keep looking for the short term, but if you don't find anything better...kind of leaning towards Todd's feedback. Hard to justify a 2X price jump and the intro level sunrise isn't good.

What color. While vinyl can be painted, you might find that a hybrid product will be easier to take paint.

Have company one re-quote the 600 with triple pane. It is the leader in the clubhouse right now, but a good margin.

Wouldn't be the first time that a code official got it wrong either. That said, a general read over of the code and pictures will have you prepared to get the answers you need.

Foam is preferable to insulate larger gaps, but if the gaps are small, the reality is that it won't provide a massive amount of benefit over a small void that is filled with caulk. Well...that would be one of my top 3 recommendations in vinyl.
