Unfortunately...we don't get the Milgard windows out here on the East Coast so I haven't seen any of their new offerings.

What was the DP number on the MIlgard. That should tell you a good bit about the frame and security of it.

Insert = a window with a fame that is put inside the prior wood frame of the old window after the sashes and jamb liners are removed

Sash kit = just sashes and jamb liners without a frame

Sash kit will give you a bit more glass, but is harder to install and get fit into the opening perfectly.

Sash kit of a full insert. I think you'll find the full insert to be both easier to put in and seal better.

Make sure that anytime you are doing price "comparisons" that you have the work scope details and options of the products that you are attempting to compare. "Small" differences can make for huge price shifts.

You don't need a 3 coat Low-e where you are. No need to max blocking on the suns rays as you are more heating dominated than cooling dominated. Standard Low-e 2 coatings should work well in your application. CA has some weird energy rules, not shockingly, so you'll need to check those first. If prev...

Best guess is an issue with the interlock or the headjamb where the sash goes into the pocket. What brand window is that?

Call your installer back. Less than a year old, should be an easy adjustment.

More likely that the interlock, if so equipped, it binding vs. marrying properly.

Can you take a picture or show us what the window looks like? How old are these units?

Between the recommendations of a friend and the product...seems pretty much a lock to me. The upper sash requires a bit of force to overcome the weatherstripping. This is a good thing is this case. Also keeps the upper sash more tightly in the head jamb pocket as one of the complaints with Double Hu...
