I looked through my files to see if I had anything to show you for comparison. I’ve attached the closest brick I found, with white frames. It’s not a perfect match, but it may be helpful as you consider the options.

TBA windows are a bit more expensive, generally - but not exorbitantly. I prefer them to vinyl, but they will not perform nearly as well on those few days when we get a winter blast.

The NT Presidential would be my choice from that list, choosing from which contractor you have the most confidence in. Installation details, reputation, time in business etc... would be the difference maker for me, rather than the $2k.

All of our installations are done from the exterior and plantation shutters rarely have to be removed.
Is your exterior cladding brick, siding, stucco, or some combination?

Hey Voland, unfortunately we don’t service the DFW market. Of those two options, I prefer NT Windows as a brand. I wouldn’t bother with the foam insert. Do you have any photos that you could post up for us to see what’s going on?
If the lift rail is on the bottom of the sash, it could be water moving around the IG unit and that can be remedied (short term) by sealing the exterior perimeter of the IG unit with silicone. Just a guess though.
