Yes.
Pocket/ insert windows are typically more expensive then sash kits if comparing the same line from the same company.
Local “lumber” yards can be a good source.
Home Depot carries Andersen.
I think Andersen has a sash kit in the E-series only and Marvin in the Ultima. A

The window is not that good. The Sales tactics are just that. Don’t sign anything and wait for the other Pro’s to chime in.

The Pella 250 is lower in performance Such as U-value, DP ratings , air infiltration, I believe it has a pocket sill, which is not desirable. The test is standardized, the window size not so much. Personally I would prefer the companies to show the actual and current test results . Don’t need pictures of soda cans or balloons. Is there anything stopping a manufacturer from putting the actual air number on the NFRC sticker? Air testing / ...

My theory is that smaller boutique companies
Exploited this as a sales tool. Until the testing is more standardized and more clear cut It is just that.
The way it is now no consumer can figure this out on their own with actual data.

My point with Milgard was to show that an aluminum window can achieve lower u-values with a dual pane .
The state energy code appears to be 0.35 for u-value. I don’t know if there are any local codes that supersede it.
Milgard left the Texas market in 2020.

The Milgard makes code in dual pane with a VLT of .57.
I got triples in my house and even though the sun is not as big here as it is in Texas I find it plenty bright in here.
My stove is gas , mower is a 7’ diesel, and I mix oil in the gas on my motorcycles.
We all like choices.

Looks like you may be able to get there single hung in triple pane that meet code. Milgard has one that meets code. I get the big brother angle but the minimum code is fairly easy to meet. At some point these companies should update their products.

I’d say both. A window can have a high DP/PG rating and high air infiltration rating.
