That is really good/ low pricing, about a decade behind.
I have heard good things about the the Ideal, and if true that price is very low. I’d step up to the Okna 500 and even though the 800 seems much higher the price is very low. Maybe change the glass package on the Ideal to a higher SHGC.

If you go with the Okna, I think there. Sunseal glass pack would be better suited to your climate. Part of the cost difference is because you are not comparing similar glass packs. At the same price either of those 2 are great.
The Soft-Lite is quoted with a glass pack that is better for your area imo.

The laminated glass drives the cost. Sub .30 u values are good enough in your region. Dual panes are the norm in laminated glass due to weight , cost annd overall thickness of the glass package.

Regular Quad is my standard. I like vulkem 116 when caulking the aluminum to brick, stone and stucco if they have the right color. A good caulking gun is Very helpful , a high thrust gun Is preferred for me . Best to lay down these products without tooling. I’d do some practice runs first.

1957. The installing company will test for lead. And they'll only charge/ do the lead protocol if its positive. I'm not worried about the lead. I want the Starmark. It looks better from the inside. I think the ECO PRO looks better on the outside. But who stares at the outside of your house all day?...

The aluminum and window insert would be a method. Of “enclosure” and is considered a permanent form of abatement by HUD.
We’re the windows tested for lead or presumed to be positive?

I would get bids that are more direct comparisons.
Vinyl vs vinyl, composite vs composite.
It would be hard to say if they are in the ballpark.
Large windows are expensive, if they need tempered glass more so.

If one was to look around and compare test sizes I think you would be hard pressed to find 2 that have the same size. It still has very low DP rating regardless of test size.
