Reglazing the window can be a little tricky. You need to have a source to purchase good IGU. You have to remove at least one glazing bead to check dimensions, all are critical, thickness- width- height. Once yo have the glass then you can deglaze the old clan and wet glaze/back caulk the frame place...

I would avoid the arm twisting outfits. I have a low threshold for that type of pain.

If you are doing TP(tripe pane) I would look for something that has 1 3/8" IGU.

InLine Fiberglass out of Canada does have it. They were never easy to deal with. But for a full house it might work.

Couple of things:
Do your windows have colonial grids. If so SDL is a must to get close to the look you want.

The interior white depends on how fussy you are about being dead on to your painted white wood. If the white vinyl interior works for you it will be the least cost and lowest upkeep.

If the water is infiltrating the sash. You should be able to duplicate the leak with a garden hose. If it is coming around the glass and pushing up over the glazing bead, the fix might be to deglaze, clean and reglaze. If I run numbers for a twin inert vs a full tear I come up with a 33% difference. But that does not include dropping siding. For that I would probably be double.
