If you are seeing daylight on the sides of the windows, the measurement sounds a little shy on the width. A 1/4" shy or so won't hurt a thing but make sure they insulate with r-11 or r-13 around the windows. If they still say it's not necessary go buy some tonite and make sure they use it. Caul...
