9800 also comes standard with balance covers where as you need to order them in separate lengths with the 5500. That is really a minor expense difference, however, it adds up.
I like the 9800 from an aesthetics standpoint as well, however, some consumers do not. Both good windows in either case.

Not really. The Sheffield is a sloped sill window with the clip in sill and the Ultramaxx is a pocket sill design.

You can very easily install insert windows with a nailing fin into rough openings. Putting in a sill will only shorten the overall window height.
Insert windows have there own sloped sill that is integral to the lower section of the frame that is welded to the lineals.

If the entire unit is roughly 36w by 60h, that is not un-makable size at all. Well within the specs of normal production items and there are several wood clad options out there on the market that will fit your bill.
