High SHGC?

So... if I understand correctly, I want the very lowest U Value on all of the windows. In addition to this, I want a low SHGC on the north, east, and west sides of the house because there won't typically be that much solar heat gain from those directions and a high SHGC I can find on the south side...

Hurd uses vinyl glazing stops on wood units but not on clad units. You can still get them; just contact Hurd. They would not be under warranty anymore so you'd most likely have to pay for them, but they should be available. As an aside, if there's any windows that are not getting the stops replaced,...

Skydawggy essentially already said this, but if you are getting "new construction" windows, then the eyebrow window is generally replaced, at least if you want it done right. With new construction windows the glass, sash, and window frame are replaced. If you're getting replacement windows...

With regards to your question about price, the price seems about right, assuming it includes installation. As for part two of your question, it's slow work to stain the windows yourself but it can be done. For about $100 per casement you could order them prefinished but you only have 8 or 9 interior...
