He probably measured the windows “ rough open” which is very common. You dont ever order windows the exact size of the opening in order to properly square the window during install.Some contractors may measure from inside and some may choose to do it from the outside. 1/2” space is pretty typical.

I believe the pella 250 air leakage rate is higher than .1 on a double hung. Its not good window in my opinion.

The reliabilt looked extremely bulky and outdated. It didnt come across as quality to me.

"they are already making a profit"... What does that mean? its irrelevant and how do you know... If you agreed to a price through a contract, don't try and search or reasons not to pay them. They can easily raise the sill and properly install the window, what I see is far from terrible on ...

What they are doing is totally normal and the most common practice. The wood being weathered is fine if capped with aluminum as long as it isnt rotted ( soft ). Thats very difficult to quantify, what may be noisy to you may not be noisy to the installer. Its certainly not the installers fault.
Also, you claim “ prior to him changing the caulk you could’nt hear a siren”. Changing caulk has nothing to do with sound. I think you may be grasping at straws.

It probably has nothing to do with the install. The sill or screen may be a little bowed. Either way the installer could probably fix it.
