Thermastars...i.e. Pella are pretty well regarded as junk. Deservedly so.
In any cooling dominated climate (FL, TX, etc) you want to opt for a window with a low (0.25 or less) SHGC.
I would look into what other brands are available in your area and start breaking down the numbers.

Depending the window that is there currently (material and condition) a well built storm window made with laminated glass would raise the STC to somewhere in the mid to high 30's.

Off Season pricing deals are typically part of the hussle and flow model. You want to do business with a contractor that is busy all the time.

Randy knows Texas windows for sure. Houston is his backyard if I am not mistaken.
If you are in a hot enough part of Texas...you may want to look into fiberglass as well because it is slightly more resilient in very hot conditions.

Not to be rude...but is this a joke.
There is zero (outside that they are both vinyl with glass in them) comparison between the two windows. The Imperial LS is so far superior in every way it is a bad comparison.

Temperature really doesn't make a difference in the viability of either installation option.

tempered could also be due to "regress codes" in your area. Probably better than 90% of the time does someone quote tempered glass for the wrong reasons. If it is purely a safety issue that you are concerned with..by all means. Just don't buy it because someone tells you that you are supp...
