Technically yes. But the others only variable really should be the perimeter seal(caulk and or insulation) applied by the installer. That is great for them to qualify.

I do not think they will qualify since they cannot be tested in every type of opening they would be applied in, to much field/install variable.

Not having seen the details of your install. In my area the average for a top performing vinyl DH supplied and installed with full capping and colonial grids is $508. You can be at $450 with out capping and grids.

Why do you think FG will outlast vinyl?
It seems to me that the two weakest points are seal failure and balances.
I do not see any difference in these for Fg or vinyl.

Most of the wood companies can not do internalized grids and qualify for the tax credit. Marvin, Pella , Andersen do a room side snap in grid, prefinished on the outward face, bare wood interior face to be finished to match decor. I think they will be the same.
Soft-lite is lifetime, and the fine print looks pretty much like lifetime.
A full twenty year warranty, both glass and parts, seems like a good minimum.

First the 10 @ 19x30 are very small, is this correct. Maybe consider changing to casements. I like both composite or vinyl for your project. If you consider vinyl, both in Simonton or Soft-lite you xan get white exterior, simulated wood interior.
There are so many options to choose from.
Just have to find the right product and installer.
