You could consider fiberglass. But the cost is higher and not as air tight. What floor are the windows on? For a low volume project the pricing seems okay at $5700.
For that price you should find a better product like Okna or Vytex.

Are they a vinyl frame? Do they have grids? between the glass or glued to both the exterior and interior of the sash? There are a couple of thoughts about that.
Do you have the money to afford the price increase.
The TP will probably give you a $600 tax credit. That would offset the cost by almost half.

I would suggest looking at some high performnce vinyl: OKna800DX or higher, Vytex Potomac or higher.
In Andersen Windows I suggest Woodwright or higher.

Fairly standard looking twin casement.
Remove the sash, remove the stops, cut out the mullion, install the new 2 section slider, foam, add shoe, cap and seal exterior.

If the block opening is true I would tapcon the vinyl window directly into the block . allow 1/4" deduction around the perimeter so you can spray window and door foam, flat trim both sides and caulk.
