I believe Sunrise is distributed in Colorado. Soft-lite and Kensington would be two other brands to look for.

Do you have any photos that you could post up for us to see what’s going on?

If the lift rail is on the bottom of the sash, it could be water moving around the IG unit and that can be remedied (short term) by sealing the exterior perimeter of the IG unit with silicone. Just a guess though.

20 years is a long time. Don't let yourself get worn down, insist that it get done right. It does look like a foam issue to me as well, but perhaps it's the caulk. It needs to be redone again. Don't pay the balance in full until it's right.

While I don’t care for the Andersen single hung for multiple reason, the 100 series casements and fixed units are a fine choice. There are no premium vinyl windows made in Ft. Worth, and the brands that I’m aware of from that area are mid-grade vinyl at best. With out extreme heat and UV, mid-grade ...

NT’s Slimline would be a good choice for those. Since they are picture windows, the AL rating will be under .02 across the board generally. Don Young would also make them in their vinyl lines.

Yes, some HOA’s can be difficult to deal with.

I don’t know anything about the Provia window, but NT would be a good choice for vinyl where premium grade vinyl windows are in short supply.
