Is there a way to repair...

The top portion is crooked because the wood on the right hand side detached from the window frame. I've tried pushing it back in, but to no avail. Can this be repaired?

I know it needs a paint job...
Also, can the glass be repaired?

The short answer is invariably yes in 95% of the cases, however, at what expense if the more important question.
