One Pane Tempered - Which One?

I found out that I need a permit to install replacement windows on my home in San Diego county. Due to being in a high fire hazard zone, the windows I install must have at least one pane tempered at EVERY window location. Is it better to have the tempered glass on the interior or the exterior pane? And why?

It doesn't matter which one. It's done to provide 20 minute fire resistance.

704A.3.2.2 Exterior glazing and windowwalls. Exterior
windows, window walls, glazed doors, and glazed openings
within exterior doors shall be insulating-glass units
with a minimum of one tempered pane, or glass block
units, or have a fire-resistance rating of not less than 20
minutes, when tested according to ASTM E 2010, or conform
to the performance requirements ofSFM12-7A-2.

I'd do the interior just because you get a little bit of safety and you won't have to worry about a piece of glass shattering on the outside of the building.

But Like W4U said, any one will do.
