Storm Panels

I am thinking of installing storm panels over my Marvin windows.

This installation would require that I drill, and set, a 1-1/4" bolt into the trim on the exterior of the window.

If I recall, during the installation of the windows there was a film or fabric barrier placed around the window. Wouldn't this bolt cause additonal leaking around the window?

Any advice from installers would be appreciated.
