We are deciding between Simonton Day Light Max and Anlin Catalina. The Anlin is 2K less so we are leaning toward it. However, is Anlin a good brand in terms of quality. Is Simonton a lot better? We live in the East Bay Area.
Also, anyone know good window replacement companies who can do the job well in the Bay Area? Has anyone heard of Best Exteriors in Sacramento? Thanks!

Windows can be a bit regional in nature so most, if not all, of the pros on here are unfamiliar with Anlin. That said, it seems to get good feedback online on all my years of reading about them.

There is a definitive ROI with window (about 75%), but people rarely purchase them with that idea, alone, in mind.

The forum isn't specific to any region per se, there just aren't many posts or pros that contribute on the West Coast. Most activity is the East Coast and Midwest.
Regarding the ROI, another +1 there. Every home, market, window choice, existing window condition, etc is different, but as WoW stated the average ROI in increased home value for window replacement is in the 70's percentage range. The energy savings realized would be a bonus.
