The window had a nailing fin and was taped like expected ( i was working from home at the time due to covid, while i dont deal with windows i work in commercial construction so i know and understand basic concepts). During recent snow/ice/rain the exterior track area was filled with snow/ice, which I removed. I'll post a further out picture tomorrow as requested.

I appreciate all the feedback and ideas guys. Wish I found this place before I had windows replaced.

Without knowledge of how the flange and tape were integrated into the WRB, if even present, I would still caulk between the J-channel and the edge of the window. If there is no WRB, or a seam in the plywood or WRB, quite easy for water to enter at that junction, run down the sheathing, and aggregate at the floor.
