I got a quote of $13,000 installed. Is this a good price?Any response appreciated.

0.26 is very good for double pane and one of the class leaders. If you are sensitive to temperature, I would inquire as to a triple pane option and see if its worth the additional investment on your part.

Appreciate all the imput. Ok windows are a go.
I am replacing builders windows in a 3 year old house.
Since they are incerts.
Do the window opening need flashing? What should be done before windows go in?
I want to make sure everything is done right.

That’s a pretty good price on that window.
If they are capping the exterior a drip cap should be installed or the new capping incorporated into the existing drip cap, but “flashing” would not be needed.

Great window, you'll be hard pressed to find a lower price than that these days assuming that this is a reputable company offering it.
Average price I see is significantly higher, this is definitely an outlier.

Now I am think about add a picture window and 2 700's instead of 3 800's.
What's your opinion on the Okna casement 700? As far longevity compare
to double hung 800's?

Good. Casements are generally very well designed and the Okna is no exception to the rule. Just a question of applicability of operation and placement is all.
