Looking for a Replacement Ballance for ADW 1 ALI A 98-3

Looking for any help on a replacement Ballance for a ADW 1 ALI A 98-3. The windows were put in in 1998. Do not know the Manufacturing company.

Not sure what, if anything is covered by the manufacturer now. I'd call Blaine Window Hardware for replacement parts.
