Simonton vs. PGT replacements. HELP!

We are looking to replace all of the original single pane windows in our home and have gotten several quotes. We have 23 total windows being replaced with a mix of them being single hung, picture, and arch windows.

We have been approved for a Florida grant program so the state will match 2 to 1 up to $10k but we to have upgrade to impact windows. We are in central FL and I wouldn’t usually consider impact windows but hey if they want to give free money then I’m here for it. The quotes are are reflective of roughly $15k in impact windows for us to receive the full $10k grant without spending more unnecessarily and the rest of the windows will just be double pane. I’m always curious how much these prices get jacked up because they know a lot of people are coming in to this project basically with a free $10k in their pocket.

The quotes we have narrowed down to are:

Ecoview Windows (local franchise installer)

-14 - Simonton StormBreaker Plus (impact)
-9 - Simonton 5500 (Double pane)

Total installed $24,500


Home Depot

14 - PGT 5500 series (impact)
9 - PGT 5400 series (double pane)

Total installed $27,700

I have seen both windows in person and the biggest drawback of the Simonton is the frames are a little thicker and chunkier looking. Is it worth paying the extra $3200? Is one brand vastly better than the other? Are these good total prices or do I have room to negotiate?

I would lean towards PGT.
I would not want a big box store installing anything for me.
