Don't be so hasty.

You need to find out where they actually put the foam. Many manufacturers only slide it into one hollow chamber, not all the chambers. Gorell is one for example.
Look at a diagram of a window cutaway of the brand you have and find out where it is in the frame, then see if that is where you drilled.
I can't imagine that they would not have put it in if it were labeled on the window that it was.

Witmyer no you havent been taken advantage of yet . If you found no foam fill then call and demand to have a meeting in your home with your salesman and a factory rep. Also follow the call up in writing. Give them a set time to respond back to you . If you get no answer and or satisfaction write a letter to your local BBB and Attourney General you will get a response quickly from all 3.
Also did your contract specifacally say foam filled frames in writing or did the "salesman just say" in the presentation? Also did it say foam filled frames or foam wrapped frames? Two different things.
It is never over until you give up. So dont.
