My son-in-law installed tinting film on the outside of a large half circle double pane window. shortly thereafter, a crack appeared. Question: could the tinting film be responsible for the craced window?

I don't think the tinting coat itself caused the cracking. When it was installed it may have been cracked. Sometimes it takes soome time to come out. I would find a tint for the inside or order it tinted when you get new glass. Rmember there are two styles of round top windows. The HALF ROUND & EYEBROW. Make sure you know before ordering your glass.

Yes, it is responsible.
Tint film (heat absorbtion) over the top of Low-E (heat reflection) is a no no.

I very much agree with W4U. Applying after-market tint to a Low-E, IGU is definitely a no no.
Thermal stress cracks in that particular installation are not at all uncommon, and if you check with the IGU manufacturers specifications, applying any sort of after-market tint film to an IGU will very likely void the warranty.
In addition, some of the newer non-metallic spacers can be affected by the increased heat within the IGU and in extreme instances can outgas resulting in a flaw that is similar in appearance to a failed IGU seal.
