This would mean the sill angle would not be attached to anything as manfu recommend, just caulk in place. Right?

Have not actually installed a Cetainteed or Simonton for about 10 years. Was using west windows for a short while, with a snap in, but their quality control was terrible. Needed to replace a foged up pane in an old thermoguard window I am guessing is about 20 years old, not original owner. Glass shop saids this windows pane does not have the screws to take apart to replace the glass part. Is this right.
