Each Historical (sometimes referred to as Hysterical) society is different.
The few that we have had to interface have been diametrically opposed to anything but wood and don't even allow for cladding. I guess they think that the storm window combo is more attractive.

The Legend is Windsor's cellular PVC product. I don't have much experience with it, but from what I've seen, it actually looks pretty nice... As far as historical districts, WOW hit it on the head. Each one is different, but I would not count on approval. They typically only approve windows that will rot and need replacement within 10-15 years.
