Building frames/jambs for double hung windows
I picked up 8 windows which were replaced and have the top and bottom sashes only. Is it possible and worth my time/effort/$ to build frames for these? I would be using for a hunting cabin, nothing elaborate but need windows that are going to keep the elements out.

You could build frames for those windows quite easily. They won't be close to air tight without some weatherstripping and careful carpentry but you could build them pretty easily.

In effect, you are going to be making the sill, jambs, and stops. That can be accomplished pretty simply once you have a size measurement on what your finished interior sizes are based on your sash sizes. If you build them tight enough or use some sort of compression jamb liner, you can likely get away without have a balance system.

What type of wood do you suggest? Pine, poplar or something harder?

Pine or poplar are fine.

What is the best tool to make a groove in the jamb for a parting bead / strip?

I would just buy some inexpensive vinyl windows myself.By the time you buy material and figure out to build, could be expensive depending on how much your time is worth. I would use poplar for sure since pine can really be crap these days. I would also prime/paint all sides of frame, especially the sill. The parting stop could also just be nailed on.
