Any specific recommendations for a window that would accommodate the shutters and not clash with the overall look of the house?

I have two of the 55 year old windows pictured. The parts that should open no longer do. Sitting next to the window in winter, I can feel the cold breeze. There was indeed 3 days to cancel, but we are outside that window now.

Thanks for the helpful comments, Randy and buddy11. I'll make sure they replace the rotted wood, and I'll check that things are square and plumb. Luckily our windows are okay, it's just the door that has had it.
