I do not like to deal with inconsistencies withwall depths on older homes.
I set the winodw to the inside wall so that the interior casing is dead on the same plane as wall face and jamb.
With back caulk drip caps and proper caulking I do not have any infiltration issues.

I get leads from both distributors and mfg. A distributor or mfg sees alot of installations and service request and sometimes is smart enough to figure out who a good installer is. We are doing a full taer out of existing wood primes and using Imperial LS back in with no fins(fins can screw up the jamb depth). We will field apply jamb ext and stool then case out the interior, foam gap, brick moud cap and seal exterior. Yep screw through the jamb.

When I refer to a master installer I am not referring to someone who is certified, but a craftsman who has earned the respect of local and national companies for excellence. Top quality casement windows should last your lifetime.
One of the issues should be resolved by now which is settlement of the house, casements are affected more severly by settlement, that should be done on your house .
You also need a master installer to measure and set them correctly.

It sounds like you are looking at the glazing bead which is not welded. The sash and frame would be.

I have often found that the problem is migrating surface water.
A simply fix that I have used on sevaral occasions is to caulk the window well to the wall, use Quad or similar.
