Your are getting way too caught up in the whole exterior stop thing. Most installers are complete hacks and butchers, and very few keep up with industry trends and technology. A good start would be to toss all of those mailers in the trash. The Castle ad is flat out hilarious with their "old window trade in special." All of those dealers carry low-grade vinyl, yet sell them at a premium price based upon some very slick sales presentations.

The Energy Star program has been around for a while now. It's a regional program while the 2009/2010 Federal Stimulus blankets the entire country. They have never been synchronized. The lower lift rail is not extruded as part of the sash. It's the bottom interior glazing bead.
