I think that W&D foam should make a difference in your choice. I is so much better on several levels.

You could consider fiberglass. But the cost is higher and not as air tight. What floor are the windows on? Vinyl, painted exterior,foam filled frames and sash, option for triple pane to make sure you do not have condensation. You can have the best windows and still have condensation or more condensa...

There are a couple of thoughts about that.
Do you have the money to afford the price increase.
The TP will probably give you a $600 tax credit. That would offset the cost by almost half.
