The NFRC labels should be applied to the glass on the windows. If they removed them prior to arrival at your house, I would be suspicious. In terms of window quality, they are pretty equal, with one caveat. If the Certainteed window has Swiggle Seal Spacer, then the Milgard window has the better glass unit.
