If the mezzo is your most expensive option, you should start from scratch. If you are selling soon, either don't replace the windows, or at least go for something mid grade or better

There is almost no circumstance where it makes sense to spend money on 18 year old builder grade windows. You've already cheated the window reaper by getting them to last this long. Start looking at replacement, even if you try to squeeze a little more time out o them.

Price sounds very fair to me. You mentioned that you paid less in the past, but keep in mind that the cost of labor is on a path straight up over the past couple of years. Materials certainly don't get any cheaper either. Windows on Washington seems to be the man to see in your neck of the woods.

I'd avoid Thermal IMO. The bones of the window are solid like Delwarae said, but Thermal seems to be filing bankruptcy or reorganizing annually and the quality control is not impressive in my experience

That has to be per IGU. Never seen two igu's installed for $120.

this is a one time purchase, you are better off spending a little more for a better option
