Installation method....

I am replacing all four windows on the front of my house. Two 6050s, one 6040 and a 6030. I have standard horizontal wood siding for which the current window frames flush up against. The windows must of been from new contruction because the frame is snug against the siding with no fins. The installer is recommending a total replacement which includes 2x4 slick grade cedar trim along with other two methods: 1. Block Frame 2. Flush Fin. The current windows are single pain but I am mainly replacing to get sound propogation as we live in a busy neighborhood street. Window guy is recommending Milgard Tuscany 1/4 over 1/8 w/ STC-34. I am more interested in Sound propogation than better looks so am leaning towards the Block Frame. From my story above are there any issues I should be concerned with? Thanks a bunch.
