I'd say it depends on what your long term plans for the property are. While it goads me to see anyone buy low end windows, I also understand that sometimes budget constraints determine the final decision. I would say to invest in a good window if you plan on staying 5 years or more. If finances prevent you from doing all the windows at once with a quality window, then I'd do them a few at a time as you can afford to, as opposed to going for the quick fix of doing them all at once with a cheapo.
