replacing windows with double pane vinyl

I am about to replace the windows on a 70's house near Phoenix, AZ - down close to freezing in winter and over 120 in summer. Having read the bulletins on several makes and models, they all seem to have their limitations.

All I want is a good quality replacement window at a fair price. I need a product which will survive the summer heat for many years, reduce UV radiation and have a u value around .35. I don't have an unlimited budget but will pay for a product which fits my heeds.

Lowe's reccommend the Milgard Tuscany but posts on this website have been less than flattering. Does anyone have experience with these windows or similar products.
