Replacement Window Suggestions for Richmond, VA?

I'm in a 1961 brick ranch in Richmond, VA, and looking at replacing my windows. I have about 17 windows to replace. I'm leaning towards vinyl, but willing to go with a clad product as well. A few general questions:

1) replacement windows or sash kits? Will there be a difference in energy efficiency?

2) General price range I should expect to pay for a decent quality window, excluding installation? I would like the windows with the grills between the glass, and grills in both sashes. Double hung windows.

3) Any specific brands that I should be looking at in my geographic area?

Sash kits do not qualify for the Tax Credit.

Properly installed sash kits could theoretically have similar performance, however, more installers will know how to set a full insert window better.

Depends. Pricing is very regionally specific.

Soft-Lite, Okna, Simonton, Gorrell, and Sunrise are all well regarded brands.

If Windows on Washington serves your area, you won't find a better man to do business with. Great products and very professional installation.
