My daughter has a home built in 1958 in the Chicago area. The windows are a wood double hung and then later
a triple track storm window was added. I believe the triple track storm windows still work properly, but they
could probably be cleaned up and re-caulked. Can you replace just the double hung window ? Can you have
someone just "tune up" the triple track and the double hung window ? She is on a tight budget.

The condition and design of the current window and storm would dictate how effective and how costly a "tune-up" would be. It may be worthwhile, it may not.
As far as replacing the "double hung only", new windows with 2 or 3 panes of glass and low e coatings eliminate the need for a storm, and in fact, retaining a storm over a new window can cause issues and void the warranty.
Next step IMO would be to get a quote or two on both options. Get a couple replacement window quotes and then another quote or two on the reconditioning. Then you can better weigh your options with an accurate cost in mind.
